Belbe's Portal costs three mana to land and three more to activate, but what it does is let you cheat a creature of any mana cost onto the battlefield for that flat three — once you've named a creature type, every member of that tribe becomes a three-mana play regardless of its printed cost. It's a tribal staple, not a general-purpose piece, and in the right deck it's backbreaking.

Belbe's Portal is a Commander card through and through — the 100-card singleton format lets tribal decks assemble enough creatures of a single type to make the named-creature-type restriction essentially irrelevant, and the three-mana activation pays for itself the first time you land a six-drop. In Legacy and Vintage it's technically legal but sees no meaningful play; six mana to set up and then three per activation is far too slow for formats where the game ends on turn two or three. Oathbreaker is the one other format where it occasionally shows up, again only in tribal builds where the payoff creatures are expensive enough to justify the setup cost.
