Befuddle trades a creature's stats for -4/-0 until end of turn and replaces itself with a card draw — the problem is that a three-mana instant that doesn't answer a threat is a bad rate in any powered environment. Cantripping softens the loss, but a permanent debuff to power only, attached to a sorcery-speed combat trick, isn't worth the slot.

Pauper is the one format where Befuddle sees real discussion — blue commons that cantrip while interacting have a long history there, but even in that context the effect is too conditional to earn a slot over harder answers. In Commander, three mana for a temporary -4/-0 is nearly invisible; the format moves too fast and threats are too resilient for a stat debuff that vanishes at end of turn to matter. Legacy and Vintage offer Befuddle no competitive footing whatsoever — counterspells and permanent removal are simply cheaper and more decisive at every point on the curve.
