In Legacy and Vintage the card is simply too narrow — dedicated fog effects don't fit in those formats' faster, more linear game plans, and the life-drain upside doesn't close games at that speed. Modern is where it has the most theoretical non-Commander footing, particularly in life-gain or drain-based combo shells, but it remains fringe there.
