Commander is where Battle Sliver actually sees play — Sliver tribal is almost exclusively an EDH archetype, and a lord that grants double strike to the whole team closes games that might otherwise stall. In Legacy and Vintage the Sliver shell is too slow and inconsistent to compete, and Battle Sliver at five mana is nowhere near the top of the curve you'd want to run. Modern and Pioneer are technically legal but the same problem applies: competitive Sliver builds there, to the extent they exist at all, care about cheaper lords and synergy density, not a five-mana pump effect. EDH is the format; everywhere else is irrelevant.
