In Commander, Battle Rampart occupies the bottom tier of haste-enablers — it does the job, but Swiftfoot Boots, Lightning Greaves, and Fires of Yavimaya all outclass it, and that's before considering free or ETB-based options. In Pauper it's legal and occasionally sees fringe play in aggressive red decks that can't access those uncommon and rare alternatives, making the common frame matter more there than anywhere else.
