Bartered Cow is a bulk common, and that's where it stays in nearly every format. In Pauper it's legal but competes with more efficient sacrifice fodder that doesn't ask you to pay three mana upfront. Modern and Pioneer have no meaningful Food or sacrifice decks that would reach this far down the curve for a vanilla-sized creature. Commander is the one place Bartered Cow can find a home — specifically in Korvold, Famine-Cursed King or Gyome, Master Chef strategies that reward both sacrificing creatures and generating Food, but even there it's a fringe inclusion rather than a staple.
