Banishment Decree earns its slot in Commander, where five mana at instant speed is par for catch-all removal and the ability to answer any permanent type — artifacts, enchantments, planeswalkers, creatures — is genuinely rare on a single card. Pauper is its other real home, where the card pool is shallow enough that unconditional bounce at common rarity carries real weight. In Legacy and Vintage, five mana is a death sentence against the decks you'd need it for, and targeted permanent removal that doesn't permanently answer the threat isn't worth a slot. Oathbreaker sits closer to Commander in pace, so the calculus there is roughly the same.
