Balduvian Shaman modifies a target enchantment you own — swapping out its colored mana symbols for generic ones — for a single blue mana, but the effect is so narrow and situational that it almost never warrants a slot. Outside of highly specific enchantment-matters builds where this interaction is somehow broken, this card belongs in the bulk bin.

Balduvian Shaman is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legality and playability are different things. In Commander, the 99-card singleton format that rewards flexibility, Balduvian Shaman's hyper-specific ability to alter enchantment mana costs finds almost no home — there's no meaningful payoff that requires this effect. In Legacy and Vintage, the card is strictly too slow and too marginal to compete in any archetype. Pauper is the one format where cheap, weird blue effects occasionally find niche homes, but even there Balduvian Shaman offers nothing that a real deck wants.
