Bag of Holding is legal across Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it's essentially a Commander card — the activation cost and slow exile accumulation fit a 40-life multiplayer game far better than the lean, fast-interaction formats. In Legacy and Vintage the card is technically playable but competes for artifact slots against toolbox pieces that do something immediately, and discard-recovery at four mana plus a tap is nowhere near the pace those formats demand.
