Azure Mage gives you repeatable card draw stapled to a 2/1 body — the catch is that each activation costs four mana, which is steep enough to make it a late-game luxury rather than an engine. It earns a slot only in decks that consistently float spare blue mana, not as a generic draw filler.

Commander is the primary home for Azure Mage, and even there the bar is conditional — decks that go wide on mana (Urza, Lord High Artificer, for example) can fire the ability multiple times a turn, which redeems the cost entirely. In Legacy and Vintage, it doesn't compete; four mana for a single card draw effect is unplayable when those formats offer Jace, the Mind Sculptor and Treasure Cruise. Modern has long since outpaced anything Azure Mage offers at this rate. Stick to Commander shells specifically built to abuse cheap activated abilities.
