Azure Fleet Admiral is a Commander card, full stop — the Monarch mechanic is designed for multiplayer, where attacking to defend a crown is a real decision and the extra card draw compounds over many turns. In Legacy and Vintage it's legal but completely off the table; three-mana 3/3s with conditional upside don't compete in those formats. Pauper is the one non-Commander format worth mentioning: the Monarch is a legitimate engine there, but Azure Fleet Admiral's stats are mediocre for that format's aggressive baseline and it sees no meaningful play.
