Azra Oddsmaker is a Commander card through and through — the slow, incremental card selection it provides is fine across a long multiplayer game but nowhere near competitive enough for Legacy or Vintage, where it's technically legal but would never see a sleeve. In Commander, it earns its slot specifically in combat-focused Rakdos and Mardu builds that already plan to connect with a designated attacker every turn; outside that context, there are cleaner draw engines at the same mana cost. Oathbreaker is the one other format worth noting, where the faster pace actually makes Azra Oddsmaker's ceiling lower — you rarely get enough attack steps to justify a three-mana creature that does nothing the turn it enters.
