Aysen Bureaucrats taps target creature with power 2 or less at sorcery speed, for two mana, on a 1/1 body — the effect is narrow, the cost is steep, and better tap effects exist at every budget. Unless you're building a themed Homelands deck or running a tap-synergy commander who needs redundancy at the bottom of the curve, cut it.
