Commander is where Avatar of Will actually lives — three opponents fill graveyards fast through fetchlands, self-mill, and the natural churn of a long game, so the two-mana mode is reliable by turn four or five. Legacy and Vintage are legal formats, but Avatar of Will competes against Emrakul, the Aeons Torn and Griselbrand for reanimator slots and loses that contest badly. Outside of Commander, the graveyard threshold is harder to hit consistently across one opponent, and the card sees essentially no competitive play in those formats.
