Attended Healer generates a 1/1 Cleric token every time you gain life, and at three mana with a 2/3 body it does real work in any lifegain shell that triggers repeatedly per turn. The ceiling is high when you're gaining life multiple times a turn; the floor is a 2/3 that does nothing if your engine stalls.

Commander is where Attended Healer belongs — lifegain synergy commanders like Oloro, Ageless Ascetic or Lathiel, the Bounteous Dawn trigger it every turn cycle, and token doubler payoffs are everywhere in the format. In Modern and Pioneer it's too slow and too low-impact to see competitive play; the token it generates can't race dedicated aggro, and midrange decks don't want a three-mana 2/3 that needs support to matter. Legacy and Vintage have the same problem at a higher power ceiling. Attended Healer is a Commander card, full stop.
