In Pauper, it's a legal option in dimir mill but faces stiff competition from more deterministic payoffs at common. Legacy and Vintage have access to far more efficient mill and combo tools, so Atrocious Experiment doesn't crack those formats outside of casual play. Its absence from Standard, Modern, and Pioneer is irrelevant — the card was built for the multiplayer context where its symmetrical chaos becomes asymmetric advantage.
