Assembly Hall is legal in Commander, Legacy, Vintage, and Oathbreaker, but legality and playability are different things. In Commander's singleton environment, Assembly Hall has no valid target — you can't have two creatures with the same name in the deck, so the activated ability is dead on arrival. Legacy and Vintage are the only formats where it could theoretically function, but neither has a combo shell that wants a five-mana artifact tutoring a redundant creature when faster, cheaper options exist.
