In Commander, Artifact Blast occupies a real niche: red has almost no counterspell access, and stopping a fast-mana piece on turn one is worth the slot in the right build. The problem is consistency — drawing Artifact Blast on turn eight against a creature-heavy board is a dead card, which is why it's a sideboard mindset in a format with no sideboard. In Legacy and Vintage, where artifact-based combo decks are the metagame, Artifact Blast has legitimate applications as a one-mana answer, though Red Elemental Blast and Pyroblast see more play simply because blue is more omnipresent than artifacts.
