In Commander, Artful Maneuver is too low-impact on its own — the rebound clause softens the card-neutrality problem, but a two-mana pump spell rarely swings a multiplayer game. Pauper is where it has the most legitimate claim: heroic or prowess shells that want cheap, recursive triggers can chain Artful Maneuver across two turns to generate real value. In Modern and Pioneer it simply doesn't compete with more efficient options at the same cost. Legacy and Vintage have no interest in it whatsoever.
