The ceiling is absurd for a Trap, but the floor (five mana, sorcery-speed-equivalent timing, no other modes) means it earns a slot only if token swarms and go-wide aggro are a real problem in your meta.

Arrow Volley Trap is a Commander card through and through — the format's multiplayer combat, token-heavy strategies, and occasional alpha strikes are exactly the conditions that trigger it cheaply and make the five-damage spread relevant. In Legacy or Vintage, nobody is attacking you with four creatures while you're holding up interaction, and there are strictly better options for damage-based sweepers, so Arrow Volley Trap sees essentially zero play there. Modern is legal but similarly hostile to it — the format is too fast and too spell-centric for a conditional combat trick that only punishes creature-wide attacks. Stick to Commander if you're going to run it at all.
