Armor Thrull is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but the only format where it sees any meaningful play is Pauper, where the common card pool makes toughness buffs and on-body enablers slightly more relevant. In Commander, four mana for a single +1/+2 counter is well below rate — virtually every black deck can find a more impactful four-drop. Legacy and Vintage have zero interest in Armor Thrull; the card simply doesn't compete at those power levels. Oathbreaker is the one fringe case where a Thrull-tribal or Fallen Empires theme deck might slot it in purely for flavor.
