Armament Master hands every other Kor you control +2/+2 for each Equipment attached to it — stack two pieces of Equipment and your whole board gets +4/+4 on a two-mana body. The ceiling is real, but it collapses the moment Armament Master dies, making it a lightning rod in a format full of cheap removal.

Commander is where Armament Master has any business being played, and only then inside a dedicated Kor Equipment shell — Nahiri, the Lithomancer is the obvious home, since she generates Kor tokens and tutors Equipment simultaneously. Outside that narrow tribe, the card does nothing; a 2/2 for two that buffs creature types you're not running is a blank. In Legacy, Vintage, and Modern it's technically legal but outclassed by every comparable Equipment or tribal payoff available, so competitive play isn't happening. Armament Master is a Commander-only card, and even there it only earns a slot if Kor creatures make up the backbone of the strategy.
