In Commander, Arm the Cathars earns a slot in any white token or counters deck that reliably has three creatures in play by turn two or three — the instant speed matters less than the permanence of the counters compared to a temporary anthem. In Modern and Pioneer, it's too slow and too narrow; dedicated aggro runs better pump, and midrange doesn't want a spell that requires three creatures to hit full value. Legacy and Vintage have no interest at all — the card simply doesn't touch the axis those formats operate on.
