Arena Athlete is a Pauper card at heart — token-light aggressive red decks can chain spells and strip enough power to push through damage, and the common slot means it's accessible and on-rate for that format. In Commander, the effect is too slow and too narrow: one opponent's creatures lose power until end of turn, which does nothing against the other two or three players, and a 2/1 for two doesn't survive long enough to matter at a 40-life table. Legacy, Modern, and Pioneer have faster, more redundant ways to clear a path, so Arena Athlete never makes those cuts. Oathbreaker sits closer to Commander in dynamic, and the same problem applies.
