Arctic Foxes is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but legal and playable are different things. In Commander, the pseudo-evasion is irrelevant against the three or four opponents who will collectively field creatures of every color. In Pauper, a 2/2 for two with a conditional and easily-answered evasion clause doesn't clear the bar when the format has access to efficient two-drops with unconditional upsides.
