Seven mana is steep, but Ruthless Technomancer can reanimate or recur it cheaply enough that the cost becomes negotiable in the right shell.

Archangel of Strife is a Commander card through and through — the politics of its war/peace declaration scale directly with the number of players at the table, and seven mana is far easier to reach in a 40-life format with dedicated ramp. In Legacy and Vintage it's technically legal but functionally irrelevant; those formats end too fast for a do-nothing-until-combat seven-drop to matter. Oathbreaker shares Commander's multiplayer texture but the smaller deck size and lower starting life total make Archangel of Strife a marginal inclusion there at best.
