Arcane Endeavor is a Commander card through and through — the format's slower clock and multiplayer card-advantage arms race are exactly where an eight-mana payoff earns its slot. In Legacy and Vintage, eight mana is a non-starter outside of dedicated cheat-into-play shells, and those formats have more efficient cheats available anyway. Oathbreaker is the one non-Commander format where it's legal and occasionally worth considering, since the format's higher spell density can make the graveyard reload clause relevant. Anywhere else Arcane Endeavor is legal on paper, it simply isn't competitive.
