Arc Spitter is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but legal doesn't mean playable. In Commander, a one-damage ping on a 1/1 body is irrelevant at a four-player table where life totals start at 40 and threats scale accordingly. Competitive non-rotating formats like Legacy and Modern have no interest in it either — the rate is simply too poor. Oathbreaker shares Commander's problem: the ping doesn't move the needle. Arc Spitter's mountainwalk could theoretically matter in a dedicated red aggro shell, but even there, better one-drops exist at every price point.
