Arc Runner swings for 3 in the air the turn it lands — then it's gone, no questions asked. Three mana for a one-shot 3/1 haste flyer is a bad rate in every format that has better options, and almost every format does.

Arc Runner is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legality and playability are different things.
