Arc Runner swings for 3 in the air the turn it lands — then it's gone, no questions asked. Three mana for a one-shot 3/1 haste flyer is a bad rate in every format that has better options, and almost every format does.

Arc Runner is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legality and playability are different things. In Commander, a one-time 3 damage to a single player across a 40-life table is close to irrelevant, and the card replaces itself with nothing. Pauper is the only format where Arc Runner is worth a second look — aggressive red commons at three mana are at least competing in the right neighborhood — but even there, a 3/1 that self-exiles trails behind recursive or persistent threats. Everywhere else, it's outclassed before the conversation starts.
