In Commander, Arbor Armament is a role-player in dedicated +1/+1 counter decks — it's not a staple, but it's cheap enough to include when you need redundancy at that effect. In Pauper, where the card pool is tighter, instant-speed counter spells with reach upside see more play, and Arbor Armament is a legitimate option in green stompy or proliferate builds.
