Arashin Sunshield is strictly a Commander card — the activated ability is too slow and mana-intensive to matter in any 60-card format where games end on turn four. In Legacy, Modern, and Pioneer the floor for a five-mana creature is "wins on its own or protects a combo," and Arashin Sunshield does neither. In Commander, the combination of ward 2 and a repeatable counter distribution makes it a reasonable inclusion in Simic or Selesnya counter-synergy decks, particularly alongside commanders that care about +1/+1 counters on multiple creatures. Pauper is the one other format where its defensive stats could matter, but the activation cost still limits it to very slow, grindy matchups.
