April O'Neil, Hacktivist turns every noncreature spell you cast into a free Clue token, stacking card advantage on top of your normal gameplan without asking you to change how you play. A 3/3 for three mana with that kind of throughput is a genuine rate — the only cost is that the Clues require two mana each to crack, so gas floods fast in slower games.

Commander is the natural home for April O'Neil, Hacktivist — long games mean more noncreature spells, more Clues, and more cards drawn off them, and the two-mana crack cost is trivial when you're sitting on a developed board. In 60-card formats like Modern and Pioneer she's competing with more efficient value engines and the Clue generation is slower to compound, making her a fringe card at best outside dedicated artifact or Clue synergy builds. Legacy and Vintage have no interest in a three-mana 3/3 that doesn't immediately impact the board. Standard and Oathbreaker are the only other realistic shells, and in Standard she's a legitimate role-player anywhere that wants sustained card parity.
