Apex Hawks is a Limited card that never quite made it anywhere else. In Pauper it's legal but competes with far more efficient flyers at the same cost, and the multikicker upside doesn't close that gap. Legacy and Vintage are non-starters — the bar for a three-mana 2/2 is effectively zero. Commander is where Apex Hawks sees the most casual play, slotting into white weenie or flying-tribal builds that need warm bodies with evasion, but even there a 3/3 for five total mana with no enters-the-battlefield effect is a tough sell when Oathbreaker mirrors the same legal status.
