In Commander, Annihilating Glare occupies the budget slot in sacrifice decks that want redundant one-mana removal — it trades a token or a recurable body to answer a Thrun, the Last Troll or a planeswalker that would otherwise be untouchable. In Pauper it competes in black sacrifice shells where the creature cost is offset by synergy payoffs, though better removal exists at the same mana value. Legacy, Vintage, and Modern have enough efficient unconditional removal that Annihilating Glare doesn't make the cut outside of highly specific combo-sacrifice builds. Oathbreaker shares the Commander logic: if your signature spell or commander wants fodder on the board, this does real work.
