In Commander it has the most plausible home — five mana is easier to reach, and the three-mode staple effect lines up with what Rakdos and Grixis value removal decks want. Even there, the competition from cheaper, more targeted removal means it rarely makes the cut outside of budget builds. In every 60-card format, it's a non-starter: five mana at instant speed buys you something that wins the game, not a triptych of marginal effects.
