Angelic Skirmisher is a Commander card through and through — the triggered ability scales with board size, and EDH is the format where you reliably have enough creatures to make a global keyword worth six mana. In competitive 60-card formats like Modern and Pioneer it doesn't see play, because the rate is too slow and the effect too conditional for a format where games end on turn four. Legacy and Vintage are technically legal, but the same logic applies with even less patience for six-mana do-nothings-if-you-have-no-board. Stick to Commander, where Angelic Skirmisher is a legitimate role-player in any white deck that attacks in the air.
