Angelic Quartermaster enters and puts +1/+1 counters on each other creature you control, then does it again every time it blinks — making Emiel the Blessed one of its best friends in Commander. Six mana is real, but the payoff scales with board state, and in a dedicated counters or blink shell it pulls well above its weight.

Angelic Quartermaster is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it's a Commander card through and through. Six mana for a 3/3 flier isn't remotely competitive in Legacy, Modern, or Pioneer, where the bar for that slot is brutally high.
