Angelic Blessing is a bulk rare in every format that will have it, and nowhere does it earn a slot. In Commander, one-shot combat tricks at three mana compete against permanent threats, card draw, and interaction — losing badly on every axis. Legacy, Vintage, and Pauper are too fast for a sorcery-speed buff that generates no card advantage. Pauper at least has a shallow pool, but even there, better white combat tricks exist at common.
