Angel's Mercy is a bulk common in every format that will touch it, and the reason is the same across all of them: pure life gain with no attached effect is rarely worth a card slot. In Commander, 7 life is a rounding error against a table dealing 40 damage — you want life gain stapled to a body, a draw trigger, or a combo piece. Pauper is the one context where cheap life gain sees occasional fringe play in dedicated Soul Sisters-style shells, but Angel's Mercy costs four mana, which prices it out of that role entirely.
