In Legacy and Vintage, it's technically legal but irrelevant; those formats end before seven mana matters, and Swords to Plowshares handles the same problem for one. Oathbreaker shares Commander's singleton reanimation DNA, so Angel of the Ruins sees occasional play there too, particularly in white-based graveyard strategies that want a haymaker with a built-in enters-the-battlefield payoff.
