Anchor to the Aether puts a creature on top of its owner's library — not in the graveyard, not exiled, just delayed — which makes it a tempo play rather than permanent removal. At two mana with a Scry 1 rider, it's serviceable, but any deck that needs to actually answer threats should be running something that kills instead.

In Commander, Anchor to the Aether occupies the awkward space of pseudo-removal that doesn't actually solve problems — the creature comes back next draw step, and in a four-player game you'll often not be the one who benefits from the scry. Competitive lists have no interest in it; casual blue decks that want tempo bounce already have Rapid Hybridization and Reality Shift doing more permanent work at the same cost. In Legacy, Modern, and Pioneer it's strictly outclassed by counterspells and hard removal that don't let the threat recur. Anchor to the Aether is legal across those formats but sees essentially no play in any of them.
