Amugaba puts a 6/6 flying body on the board and replaces itself with a card draw trigger whenever it attacks — that's a lot of value stapled to one seven-mana creature. The cost is exactly that: seven mana means it needs a ramp-heavy blue shell to land on time, and it folds to any removal before the first attack step.

Seven mana is acceptable in a 40-life, 100-card format where games go long and blue decks run plenty of ramp and cost reduction, and a repeating draw trigger on a 6/6 flier pulls real weight in the late game. Legacy and Vintage are legal on paper, but neither format has any use for a seven-mana vanilla-adjacent creature when those formats end games on turns one through three.
