Amugaba puts a 6/6 flying body on the board and replaces itself with a card draw trigger whenever it attacks — that's a lot of value stapled to one seven-mana creature. The cost is exactly that: seven mana means it needs a ramp-heavy blue shell to land on time, and it folds to any removal before the first attack step.

Commander is the only realistic home for Amugaba. Seven mana is acceptable in a 40-life, 100-card format where games go long and blue decks run plenty of ramp and cost reduction, and a repeating draw trigger on a 6/6 flier pulls real weight in the late game. Legacy and Vintage are legal on paper, but neither format has any use for a seven-mana vanilla-adjacent creature when those formats end games on turns one through three. Oathbreaker is legal but shares the same problem — the compressed life total and faster pace make seven mana a steep ask.
