Aminatou's Augury is a Commander card through and through — the singleton format's large decks and long games give it both the density of payoffs to hit and the time to reach eight mana. In Legacy and Vintage it's technically legal but completely unplayed; the formats move too fast and too consistently for a do-nothing eight-drop with no immediate board protection. Oathbreaker is the one non-Commander format where it occasionally shows up, specifically in shells that can cheat on mana costs, though the 20-life starting total compresses games enough that it rarely gets the chance to resolve.
