Alley Evasion gives a creature either +0/+3 or pseudo-unblockability until end of turn for a single white mana — narrow effects that rarely justify a card slot. Outside of very specific combo or flicker setups, it doesn't do enough to earn a spot in a 99.

Alley Evasion is a fringe card in every format it's legal in. In Commander, one-shot pump or evasion spells without a cantrip attached are almost always cut for permanent solutions, and this is no exception. Pauper is the one format where cheap, flexible combat tricks see real play, but even there Alley Evasion competes against strictly more impactful options. In Legacy and Vintage, the card simply doesn't exist competitively.
