All of History, All at Once is a Commander card through and through — the one-mana cost and table-wide reset scale directly with the number of players, and the suspend punishment is at its most devastating when three opponents are all forced to recast their commanders and key pieces. In Legacy and Vintage it's legal but essentially unplayable; those formats run too lean and fast for a symmetrical reset that doesn't immediately end the game, and suspend means your own board is also gone for multiple turns. Oathbreaker gives it a smaller table to work with, which weakens the symmetry angle but makes it a clean answer to a single opponent's threatening board if you're ahead on tempo.
