Akron Legionnaire locks every other creature you control out of attacking — a nine-mana 8/4 that hamstrings your own board is not a competitive rate by any standard. The effect is unique but self-defeating in nearly every context, which is why it sees almost no play.

Akron Legionnaire is legal in Commander, Legacy, Vintage, and Oathbreaker, but legal and playable are different things. In Commander, nine mana buys you Blightsteel Colossus, Ulamog, or any number of effects that don't punish you for having other creatures — Akron Legionnaire's attack restriction makes it actively counterproductive in creature-heavy pods. Legacy and Vintage have no use for it either; nine mana is a non-starter in formats defined by turn-one plays. The only theoretical home is a Commander deck built around a single large attacker that wants no other creatures swinging, and that niche is so narrow it barely exists in practice.
