Akroan Phalanx is a Commander card through and through — the formats where you're building wide token armies and grinding through multiple combat phases are exactly where the repeatable pump matters. In competitive 60-card formats like Modern or Pioneer, paying 2W at instant speed for +1/+0 is too inefficient when one-shot pump spells close games faster and cheaper.
