Akroan Horse is a Commander card — full stop. The multiplayer politics of donating it, the card-draw engines that reward giving away permanents, and the slow token accumulation all assume a four-player table with long games. In Legacy, Modern, or Pioneer it is simply a four-mana artifact that gives your opponent a free token engine, which is unplayable in any competitive context. Oathbreaker shares enough of Commander's multiplayer DNA that the donation angle can work there in the right shell, but the card sees essentially zero play outside of 100-card Commander.
