Akoum Stonewaker is too slow and too conditional for Legacy, Modern, or Pioneer — formats where two mana needs to do something immediately and permanently. In Commander, the landfall trigger fires naturally as the game progresses, and the hasty Elemental token at least demands an answer or chips in damage before disappearing, which gives it a narrow home in Elemental or landfall-themed lists. Outside of those archetypes, there are simply better two-drops in red, and the temporary nature of the token means it contributes nothing to board-state longevity.
