In Commander, Akki Ronin is a role-player, not a staple — it belongs in Samurai-tribal and Warrior-tribal decks that attack repeatedly, and it's nearly useless anywhere else. Competitive non-Commander formats have ignored it entirely; aggressive red decks in Modern and Pioneer have no interest in a 1/3 that draws cards only during a combat step where you're already favored. Pauper is the one other format worth a look, since combat-centric common synergies do exist, but Akki Ronin still competes for slots against more direct threats.
